EMSA has been tasked to develop, in cooperation with Member States and the European Commission, a new information system,which will support the New Inspection Regime for Port State Control. The design and creation of an effective inspection system will be crucial for the implementation of this New Inspection Regime and assist Member States with harmonization of PSC procedures and execution through centralized storage and distribution of reports  At the same time the requirements stemming from Directive 99/35/EC introducing an inspection system fo RoRo ferries and High Speed Passenger craft will be catered for.

THETIS implements all processes and interfaces, inline with the EMSA founding Regulation 1406/2002 to:

  • Assist Member States with targeting and selecting the right vessel for inspection through continuous profiling of seagoing ships
  • Assit the Commission and EC and Member States by providing statistics on inspection results and performance
  • Monitor performance of Member States in relation to their obligations under the Directive;
  • Provide a system to handle similar information from 2 non-EU members of  the Paris MoU (Canada and Russia)

Functional and operational summary:

  • Able to handle 25.000 inspection a year
  • Combine port notifications (SSN) information with ship particulars and inspection details in near real time
  • Provide Member States on a daily basis with Risk Profile of each ship in the systemt
  • Provide Member States on a daily basis with an update on compliance with their performance related to the fair share obligation
  • Reporting, consulting and correction of inspection reports on a daily basis by all authorized users
  • Reporting of inspection results on-line and remote through synchronization
  • Easy access, logic structure, user guidance by software

Technical summary:

  • System needs to be available 24/7, with a high grade of reliability
  • User friendliness to fit non-computerized operators
  • Overall response time, menu structure and graphic interface are critical elements
  • Modular build to facilitate relative simple change of parts following changes in legislation, technical modernization or changes in user communities
  • Adaptable to different users in all EU states, at various levels of automation
  • Able to handle 3.000 fully authorized users with different roles
  • Data needs to be stored and retrievable for at least 4 years to facilitate proper targeting and production of rolling statistics
  • Data storage capacity estimated at 30 GByte/year
  • THETIS main modules are:
    • PSC  and RoPax portal, responsible for providing core functionalities to the Port State Control and RoPaxcommunity
    • Disconnect Client, that allows Officers to work in disconnected mode
    • Public portal, responsible for providing public information to the general public
  • THETIS design follows the major principles of a Service Oriented Architecture, providing services in three different tiers:
    • Presentation tier, providing presentation services to users
    • Business tier, providing business services to the presentation tier and other system/components
    • Data tier, providing data services to the business tier and other components
